I don't like 20 mans as a stepping stone to progress to the 40 mans as you now are forcing guild division into smaller groups and invariably you will have one group that has more success than the other, which exacerbates the cliques problems that happen in 40-man raiding. Much rather have 40 mans initially and then a 20 man released later with slightly lesser gear/difficulty that can help struggling guilds, or for guilds that have no interest in 40-man (somewhat similar to Vanilla WoW's raiding, with MC/BWL out and then ZG being released).
It's not about the size, it's about what you can do with it
Cliques happen even when raids are completely homogenized. I doubt 20s before combining for 40s will do much if anything to exacerbate the clique problem. It's up to the leadership to reach out to their members and foster an environment of teamwork and camaraderie at least so that all 40 or so raiders can respect one another.
