There are certain other websites around that have translated the core files so you can read them. Pulling out the sound files and translating the ones you want shouldn't be much of a challenge. With a little google and some elbow grease essentially everything is possible.

    You can use Wildstar Studio to open the file in Wildstar/Patch/ClientDataEN.index and look under the Audio folder. You will find a bunch of .WEM files. The ones you want are the following: 13479089, 25102819, 57704870, 98243751, 128363270, 137468143, 146738528, 159946184, 163053594, 168998121, 175794863, 184748958, 191214504, 198728332, 208680904, 220345328, 260929591, 263566023, 272521857, 272809738, 323354911, 336046584, 352040175, 383948677, 407827283, 419627150, 428459747, 429167479, 447639612, 500690323, 510378858, 512008363, 554027943, 556357651, 619800614, 703123749, 730943361, 746513867, 759186173, 797025948, 816598541, 817070871, 842049102, 863505466, 874949944, 892986084, 942951271, 1015125221, 1019506896, 1044461931, 1055252837 (I found 51 that sounded like level up sounds, not sure why). You can convert these to .OGG files (and presumably from there to something else) using ww2ogg.exe.
